Mauritius Office

Caoilfhionn van der Walt

MA, MSc, CA (ICAEW), H Dip (International Tax) -- Caoilfhionn has over 20 years of international tax experience in London and across Africa. She started her career in the international tax team at Arthur Andersen, London, and thereafter at Deloitte London. She moved to South Africa in 2006, where she was the head of international tax at the Sasol group for nine years, and a part-time lecturer in international tax at the University of Johannesburg. Caoilfhionn now heads up the Mauritian office of Regan van Rooy. She is a member of the tax technical committees of Mauritius Finance and of the South African Institute of Tax Practitioners.

Jayesh Ramloll

Russell Eastaugh
BSc (Eng)(Hons), BCom (Hons)(Tax), FCTI -- Russell has nearly 40 years’ experience in taxation, predominantly across Africa. Russell was a tax partner at Deloitte in South Africa, then joined PwC as a partner, first in Uganda and then in Nigeria where he spent 13 years. He returned to the UK in 2020 and was head of tax for a UK-based multinational before joining Regan van Rooy. Russell has dealt with acquisitions, disposals, tax planning, tax authority disputes, due diligence, VAT and excise duties, and employment taxes, across various African countries. He is a member of the Nigerian Fiscal Policy Reform Committee which advises the Nigerian Minster of Finance.

International tax team
B Com Accounting & Finance, Advanced Diploma in International Practice -- Jayesh is a manager in the Mauritian office, specialising in Mauritian and international corporate taxation. He has over five years’ tax experience, starting at KPMG and later at Baker Tilly. Jayesh has provided tax compliance, tax investigation and tax advisory services to a broad portfolio of domestic and multinational clients across multiple industries. Jayesh also focusses on tax advisory, including tax health checks, tax due diligence reports, tax restructuring advice, and advising on mergers and acquisitions and other complex global transactions.

Louise Vosloo

BLC, LLB, LLM(Tax) -- Louise is a qualified attorney with thirty years’ consulting experience, focusing on international tax. Prior to joining Regan van Rooy as an affiliate, Louise was a partner for over twenty years at Deloitte, South Africa, latterly as the country head of international tax. Louise has vast experience across all corporate and international tax matters, including financing arrangements, mergers and acquisitions, structuring, and dispute resolution.

Leon Newman

CA(SA), H Dip (Tax), H Dip (International Tax) -- Leon is a qualified Chartered Accountant and holds a Higher Diploma in Tax Law and a Higher Diploma in International Tax. Leon has 26 years of experience in tax, including 14 years as a partner at Deloitte South Africa. His experience covers both corporate and international tax and Leon has particular expertise in transactional tax, including mergers and acquisitions, tax due diligence, corporate reorganisations and re-financings.

Vanessa Turnbull-Kemp

BCom (Tax)(Hons)., H Dip (Tax) -- Vanessa is an international tax specialist with over 10 years of experience in international tax. Vanessa has an Honours degree in Tax along with an HDip in Tax law. Vanessa has spent the majority of her career with Big Four accounting firms, with time at National Treasury in their tax policy division and as part of a tax team at a multinational corporation. Vanessa is passionate about tax, in particular, international tax and cross border tax issues.

Antonia Nicoloudakis

M-Com Taxation, B-Com Honours Taxation Antonia, an experienced corporate and international tax professional with 12 years’ experience in tax consulting and in-house taxation. Antonia holds a Master’s degree in taxation from the University of the Witwatersrand. She has extensive experience working on all facets of corporate and international tax, as well as transfer pricing.

Liané Bouwe

BCom Law , BCom Honours Taxation As a recent BCom Honours Taxation graduate from the University of Pretoria, Liané is currently an international tax consultant at Regan van Rooy. She majored in tax and accounting during her undergraduate BCom Law degree from the University of Pretoria. Liané is determined to expand her knowledge within the international tax sphere.

Lance Collop

CA (SAICA), CTA -- Lance is a Chartered Accountant and Chartered Tax Adviser with extensive experience in all aspects of corporate and international tax, including domestic and cross border structuring, acquisition funding structuring, empowerment deals, and share schemes. Lance is also an M&A tax specialist, and provides tax support across the M&A life-cycle, including pre-deal preparation, financial model reviews, due diligence, and post-closing execution and implementation. Before joining Regan van Rooy, Lance practised as a tax partner at CDH, one of the largest law firms in South Africa, and prior to that Lance led the M&A tax teams at Deloitte and KPMG in the Western Cape region.

Irma Lategan

B Com (Law), LLB, LLM (Tax) --Irma is an admitted attorney, notary and conveyancer and holds a Masters in Taxation. Irma was a notary and conveyancer for 6 years, before specialising in taxation by completing the HDip Tax and Masters in Taxation at UCT. Based in Cape Town, she has over twelve years of experience in corporate and international tax, mainly obtained at Maitland (now Stonehage Fleming) and KPMG. Irma mainly specialises in private client work with a focus on international structuring for individuals and corporates, offshore trusts, estate planning, tax residency and emigration, corporate tax, restructuring advice, as well as exchange control advice and applications.

Owen Murphy

B Com, LLB, H Dip (Tax) -- Owen holds a BComm, a LLB degree and a Higher Diploma in Taxation. Prior to joining Regan van Rooy as an affiliate, Owen worked at BDO Johannesburg as Africa Desk leader and Africa Tax specialist. He was previously the Vice President of Taxation at AngloGold Ashanti as well as the Group Tax Manager and Group Treasurer at the Altron Group and Divisional Tax Adviser at Anglo American. He has extensive experience in international tax, corporate tax and transfer pricing, mainly in the mining industry. During his career, he has also dealt with controversy management and negotiating with governments on stability agreements in many African jurisdictions.

Jaco Jansen van Rensburg

LLB, PG Dip Tax Law – Jaco is an admitted attorney who holds an LLB degree and a Postgraduate Diploma in Tax Law. Prior to joining Regan van Rooy, Jaco practiced as an attorney specialising in criminal and civil litigation. He later served as a director for a medium-sized law firm dedicated to property law matters, including evictions, rental collections, drafting and vetting lease agreements, and property developments. Thereafter, he transitioned from legal practice to the consulting industry to expand his expertise in corporate governance and tax law, with a focus on cross-border individual taxation and dispute resolution processes. Jaco is committed to further his experience in all corporate and international tax matters, including corporate restructurings and transactional tax advisory.

Cabrini McCarrick

BSc Hons, Solicitor (Law Society Of Ireland), CA (ICAEW) -- Cabrini has over 15 years of transfer pricing and tax experience in London and across Africa. Cabrini qualified as a lawyer and then began her tax career in the transfer pricing team at Deloitte, London, and thereafter at Deloitte, South Africa. She has worked for major international companies, on all aspects of transfer pricing including design, documentation and dispute resolution. Cabrini now heads up the Regan van Rooy Transfer Pricing team.

Geoff Morris

B.Bus (Eco), MBA -- Geoff has over 20 years of transfer pricing controversy experience with the Australian Tax Office and various Big Four accounting firms, and 10 years as a Competent Authority. Geoff has successfully negotiated Advance Pricing Agreements and Mutual Agreement Procedures with countries across Asia Pacific, Europe, and North America and has resolved complex transfer pricing disputes across a wide range of industries. Geoff has deep experience across the full life cycle of transfer pricing controversy management, transfer pricing risk management and brings unique insight of the inner workings of tax authorities.

Steven Castillo

Bach. Economics, MBA -- Steven is an Economist with extensive international experience as a Transfer Pricing Associate Director, having worked as a transfer pricing advisor in various Big 4 European practices. Notably, Steven has worked in the following countries: Spain, France, Belgium, Luxembourg and Ireland. In Europe he has been consulted by large investment funds, banks and financial institutions on how to price complex intercompany financial services transactions. Steven has also advised multinational companies on the arm’s length nature of their transfer pricing policies as well as about their transfer pricing documentation obligations.

Tuli Nkonki

CA (SA), BCom, Post Graduate Diploma in Accounting -- Tuli is a qualified Chartered Accountant. Her career started in the External Auditing division at PwC South Africa. Tuli has five years of tax experience, including consulting at PwC Johannesburg as a Transfer Pricing Manager, and as a Tax Specialist at Aspen Pharmacare in Johannesburg. Her Transfer Pricing experience includes providing advice to multinational clients in various industries on matters such as the preparation of group-wide transfer pricing documentation, the preparation of country-by-country reports, controversy support, and the arm’s length nature of their intragroup transactions.

Candela Rampello

Bach Economics, Masters in Finance Candela is a certified economist and holds a Master degree in Finance. She has extensive experience in transfer pricing analysis with orientation on financial transactions for multinational companies. Before joining Regan van Rooy, Candela has worked for major international companies and started her career at PwC Argentina, specialising in complex intercompany financial services transactions. Candela is currently specialising as a Manager in Transfer Pricing at Regan van Rooy.

Thembelihle Nkosi

BCom Accounting (Hons) Taxation Thembelihle has a BCom Accounting Degree and a BCom Honours in Taxation both attained from the University of Johannesburg. Thembelihle started off her career at KPMG South Africa, as a Trainee Tax Consultant, specialising in the high net worth individuals and expatriate compliance taxes. She then moved on to PwC South Africa, where she started specialising in Transfer Pricing. She has gained extensive experience working on multinational clients in various industries. Her experience includes preparing the three-tier Transfer Pricing documentation.

Deborah Alberts

BCom Acc, HDip Tax -- Deborah is an experienced tax professional currently focussing on Transfer Pricing. She has a BCom in Accounting as well as a Higher Diploma inTax. Deborah started her career at Deloitte Johannesburg before joining Regan van Rooy Transfer Pricing in 2021. She previously specialised in global employer services, high net worth individuals and tax advisory work.

Laura McCarrick

BComm, FCA -- Laura is a Fellow of the Irish Institute of Chartered Accountants, having qualified with KPMG Dublin where she provided tax advisory services to a range of Irish and international clients. Laura has an Honours Bachelor Degree in Commerce (Accounting) from the National University of Ireland, Galway.

Sihle Mapolisa

Sihle Mapolisa
(CA) (SA), BCom Accounting Honours (CTA), PGDA (NMU) -- Sihle Mapolisa is a Transfer Pricing Manager at Regan van Rooy. She is a Chartered Accountant with over 5 years’ experience in transfer pricing having worked as a transfer pricing auditor and acting manager at the South African Revenue Service (SARS). Her experience at SARS enables her to analyse inter-company cross border transactions and assist clients to identify any gaps or risks of non-compliance and ensure that their transfer pricing policies are in line with the legislated requirements. Sihle also has experience in Corporate Tax, VAT and PAYE audits.

Khalid Phul

LLB (Hons), LLM International Tax -- Khalid started his career in compliance and law firms, where he gained valuable expertise in legal matters. In the past four years, Khalid has successfully transitioned into transfer pricing, working at EY and Baker Tilly. He has worked with major international companies, specialising in transfer pricing documentation and benchmarking studies. Khalid has worked across various jurisdictions, including Mauritius, South Africa, and the UK.

Cinzia De Risi

BCom (Law) (cum laude), BCom Hons (Economics), Master (Tax) Cinzia has over 20 years of experience in employees' tax and global mobility. She started her career at PwC Johannesburg before moving to EY Johannesburg, where she became a partner in 2015, leading the Human Capital tax division for the African practice. She is passionate about advising multinational companies and their mobile employees to optimise their mobility programmes and people tax matters. Over the years she has combined her deep technical knowledge in international personal tax with her firm belief in practical client centric solutions to provide comprehensive multi-jurisdictional solutions.

Indirect Taxes

Di Hurworth

BA LLB, LLM, H Dip Tax Di is an admitted attorney, with over 25 years of tax experience. After completing her legal articles with Francis Thompson and Aspden in Cape Town, Di joined the KPMG tax department in 1991, and was admitted as a partner in 2001. During her eighteen years as partner, Di headed up the VAT division in Cape Town. She has extensive experience in VAT and has advised both local and international clients on the VAT implications of cross border as well as domestic transactions, across a spectrum of industries, including oil and gas, shipping, mining, retail and financial services. She also has Namibian direct and indirect tax experience.

Customs

Wian de Bruyn

Registered Master Customs Practitioner (SAIT), BCom, Hons, MCom. Certificate in International Freight Management and Administration for Importers and Exporters Wian is a customs and international trade specialist and a registered Master Customs Practitioner. He started his career at the South African Department of Trade, Industry and Competition, specifically at the International Trade Administration Commission of South Africa. He then joined EY Johannesburg where he founded the Customs and Excise services line. After EY, Wian spent 13 years in the Deloitte Customs and Global Trade team in Johannesburg as an Associate Director. Wian specialises in customs tariff investigations, applications for reduction, increase of the customs duty, rebate provisions and the creation of new tariff subheadings. He consults on customs registrations, customs valuations, tariff classifications, transfer price adjustments and conducts supply chain analysis to identify import/export compliance issues and customs duty savings opportunities.

Funds and Agri

Brien van der Walt

B Compt (Hons) CA(SA) -- Brienne is a seasoned banker and financier with deep African experience. Brienne started his career with Accenture in London before moving to the banking industry where he built technology infrastructure for two large Swiss investment banks. He moved to South Africa in 2006, initially delivering advisory services to the public sector before joining ABSA in 2009. He spent several years heading up the ABSA / Barclays pan-African agricultural business unit, before being appointed to head up the ABSA Business Banking division in 2015. In 2019 he joined GroFin - a development finance organisation headquartered in Mauritius - first as Chief Investment Officer and a year later as CEO. He joined Regan van Rooy in 2022 to build an Africa-focused impact and development business unit.
